Utah’s DPA landscape is anchored by Utah Housing Corporation (UHC) — the state’s primary housing finance agency — which offers a
comprehensive suite of first mortgage products each pairable with meaningful down payment assistance. From the FirstHome loan targeting first-time buyers to the Home Again loan serving all buyers, from a $20,000 new construction grant to a non-repayable Veterans Grant, Utah has meaningful resources for buyers across the income and eligibility spectrum.

All UHC loans are 30-year fixed-rate mortgages. UHC services both the first and second mortgages directly.
FirstHome Loan: UHC’s lowest interest rate program, for first-time buyers (no ownership in past 3 years) and qualifying veterans. Income and purchase price limits apply by county. Minimum credit score 620 (FHA/VA) or 660 (conventional). Pairs with DPA Second.
Home Again Loan: Available to both first-time and repeat buyers. Higher income and purchase price limits than FirstHome. Pairs with DPA Second.
Score Loan: For buyers with lower credit scores. Minimum 620 credit score. Pairs with DPA Second (up to 4%).
NoMI Loan: Conventional loan with no private mortgage insurance. Minimum 680 credit score. Pairs with DPA Second (up to 5%). PMI elimination provides meaningful monthly savings.
As of July 1, 2025, UHC’s DPA Second offers two structures:
Amount: Up to 6% of first mortgage loan amount, maximum $27,500
Rate: 30-year fixed; first mortgage rate + 1% (not to exceed 8%)
Monthly Payments: Yes — second monthly payment
Best for: Buyers who need maximum DPA and can absorb a modest additional payment
Amount: A deferred portion of the available DPA
Rate: 0% interest
Monthly Payments: None while you own and occupy the home
Best for: Buyers who want to minimize monthly obligations
On a $350,000 purchase with a UHC first mortgage, 6% DPA provides $21,000 — enough to cover FHA’s 3.5% down payment ($12,250) plus a significant portion of closing costs.

Amount: Up to $20,000
Structure: 0% interest, deferred — no monthly payments
Eligible Properties: New construction only, never occupied, within Utah
Purchase Price Limit: Home must not exceed $450,000
Eligibility: First-time buyers using a UHC first mortgage
Use: Down payment, closing costs, or interest rate buydown
Amount: $2,500
Structure: True grant — no repayment required, ever
Eligibility: Veterans separated within the last 5 years, or currently serving (active duty, Reserve, Guard); first-time buyer (no primary residence ownership in past 3 years)
Use: Down payment, closing costs, or other purchase expenses
Works with any lender licensed in Utah, including alongside VA loans
Since VA loans require zero down, this $2,500 grant goes entirely toward closing costs.
Amount: Up to 3.5% of purchase price, maximum $25,000
Structure: True grant — no repayment required
Eligibility: First-time buyers employed in law enforcement; must use a UHC first mortgage
Own in Ogden: 0% interest, deferred-payment second loan of
$10,000–$15,000 for first-time and repeat buyers within Ogden city limits. Down payment, closing costs, or principal reduction.
West Valley City DPA Grant: Grant for eligible homebuyers within West Valley City limits.
Layton City DPA: Down payment assistance through Layton City Community Development Block Grant.
Tooele County Housing Authority (TCHA): Federally funded loans up to $10,000 for qualified first-time buyers in Tooele County. First-come, first-served.
UHC DPA Second (up to 6% / $27,500) + Veterans Grant ($2,500) = up to $30,000 in combined assistance. Additional local programs layer on top where eligible. VA loan + Veterans Grant + local DPA for closing costs = near-zero cash to close for eligible veterans.
A second mortgage providing up to 6% of the first mortgage amount (maximum $27,500) for down payment and closing costs. As of July 2025: Traditional (30-year, rate +1%, monthly payments) or Deferred (0% interest, no monthly payments). Must pair with a UHC first mortgage.
Up to $20,000 as a 0% interest deferred loan for first-time buyers purchasing new construction under $450,000 (SB240, 2023).
A $2,500 non-repayable grant for eligible Utah veterans and service members who are first-time buyers. Typically stacked with VA loans to cover closing costs.
First-time buyers employed in law enforcement who use a UHC first mortgage. Grant of up to 3.5% of purchase price (maximum $25,000), non-repayable.
Homebuyer education is recommended but not required for most UHC loan programs.
