Down Payment Assistance in Georgia: Georgia Dream and Other Programs
For many Georgia buyers, saving for a down payment is the single biggest obstacle between renting and owning. Even on a modestly priced home, the combination of a 3.5% FHA down payment and 2–3% in closing costs can require $15,000–$25,000 or more in cash — a significant sum to accumulate while also paying rent.
Georgia has invested meaningfully in solving this problem. The Georgia Dream Homeownership Program, administered by the Georgia Department of Community Affairs (DCA), is one of the most established statewide Down Payment Assistance programs in the Southeast — and it was significantly expanded in 2025. The Bookspan Baker Team at Guild Mortgage is an approved Georgia Dream lender and experienced at helping buyers understand and use every available option.

Georgia Dream Peach Advantage Program (Launched July 2025)
Effective July 1, 2025, the Georgia DCA launched the Georgia Dream Peach Advantage Loan Program — a significant expansion designed to reach buyers not currently served by the traditional Georgia Dream program.
Key features of the Peach Advantage:
DPA Amount
2% to 5% of the loan amount — or a zero percent down payment option paired with a reduced first mortgage rate
First-Time Buyer Requirement
Waived — available to both first-time and repeat buyers
Maximum Purchase Price
Up to $650,000 in Atlanta MSA counties; up to $575,000 in the Athens MSA; up to $500,000 in all other Georgia counties
Income Limits
Up to 150% of Area Median Income per Fannie Mae/Freddie Mac AMI Lookup
Loan Type
Conventional loan with private mortgage insurance above 80% LTV
Lender Requirement
The lender must be approved by both Georgia DCA and Lakeview Loan Servicing — the exclusive program sponsor
Higher Interest Rate
The Peach Advantage carries a market-rate or above first mortgage — the DPA is subsidized through the rate structure
The Peach Advantage is particularly valuable for repeat buyers and higher-income borrowers who exceed the income limits of the traditional Georgia Dream program but still need help with the down payment.
City and County DPA Programs in Georgia
Beyond the statewide Georgia Dream programs, several Georgia municipalities offer their own Down Payment Assistance:
Invest Atlanta: Atlanta’s city housing authority administers multiple DPA programs with varying terms, some targeted to specific neighborhoods or buyer profiles. Invest Atlanta programs have historically offered competitive grant amounts and are worth checking for buyers purchasing within Atlanta city limits.
Savannah DreamMaker Program: Provides a deferred payment, 0% interest loan of up to $30,000 for first-time buyers purchasing within Savannah city limits. Buyers must use an approved lender and complete a home inspection process.
Other County and City Programs: Many Georgia counties and municipalities participate in HUD’s Community Development Block Grant (CDBG) and HOME Investment Partnerships programs, which fund local DPA initiatives. Availability and funding levels change frequently — your Bookspan Baker loan officer can check current programs for your target purchase location.
How DPA Pairs With Each Loan Type in Georgia
FHA + Georgia Dream: The most common combination for first-time Georgia buyers. FHA’s 3.5% down requirement can be largely or fully offset by Georgia Dream DPA funds. For eligible buyers, this is one of the lowest-cash-to-close paths to homeownership available. Learn about FHA Loans in Georgia.
Conventional + Georgia Dream: For buyers with stronger credit (640+), a low-down-payment conventional loan paired with Georgia Dream DPA can reduce mortgage insurance costs compared to FHA while still minimizing cash at closing. Learn about Conventional Loans in Georgia.
VA + Georgia Dream PEN: VA Loans already require no down payment, but Georgia Dream PEN funds can offset closing costs for eligible military buyers — reducing the total cash required at closing even further. Learn about VA Loans in Georgia.
What Georgia DPA Buyers Should Know
Georgia Dream DPA is a deferred loan, not a grant. The zero-interest balance is due when you sell, refinance, or move out. There is no monthly payment, but repayment will eventually be required.
Income and purchase price limits apply. Not every buyer or every home qualifies. The standard program caps household income at $130,290 (1–2 persons) and $149,833 (3+), with purchase prices up to $550,000.
Homebuyer education is mandatory for all Georgia Dream borrowers — a DCA-approved course must be completed before closing.
The Peach Advantage carries a higher rate. The DPA subsidy is built into the first mortgage rate, which will be above standard market rates. Your loan officer can show you the full cost comparison.
Liquid asset limits apply. Borrowers cannot have more than $20,000 or 20% of the sales price in liquid assets to qualify for standard Georgia Dream tiers.
Frequently Asked Questions: Down Payment Assistance in Georgia
Georgia Dream is the state’s primary DPA program, administered by the Georgia Department of Community Affairs. It provides zero-interest deferred loans toward down payment and closing costs — $10,000 standard, $12,500 for public protectors, educators, healthcare workers, and military (PEN tier). Repayment is deferred until sale, refinance, or move-out.
The Peach Advantage, launched July 2025, is an extension of the Georgia Dream initiative that offers 2–5% DPA or a zero down payment path to both first-time and repeat buyers, with higher income and purchase price limits than the standard program. It uses a conventional loan structure and carries a higher first mortgage rate to offset the subsidy.
The standard Georgia Dream tiers require first-time buyer status (no primary residence ownership in the past three years). The Peach Advantage program waives this requirement and is open to both first-time and repeat buyers.
As of July 2025, the standard Georgia Dream income limits are $130,290 for 1–2 person households and $149,833 for 3+ person households. The Peach Advantage uses AMI-based income limits of up to 150% of the area median income, which provides significantly more room for higher-earning buyers.
In some cases, yes. Georgia Dream funds may be combinable with local city or county DPA programs for buyers who qualify for both. The Bookspan Baker Team will research all available DPA sources for your purchase location to maximize your total assistance.
